什么是数字化能力

随着计算机与互联网技术的飞速发展,人类进入了第四次工业革命,以机器学习、自然语言、智能机器人为代表的智能系统时代已经来临,将对人类的生产与生活造成巨大持续的影响,每一个生活在这个时代的人都无法逃脱。

数字化转型已经成为政府与企业高度关注的话题,国外学者对数字转型的定义为:“利用ICT革命的全部潜力,为经济和社会带来深刻的结构性变化” Hanna (2016)。在数字化转型过程中,数字化的能力(digital skills and competence)的打造成为政府、企业高度关注的问题。基于研究与数字化转型的实践,学者提出了三个层次的数字化能力的定义。

第一、数字化能力(Digital competence)。也称为数字素养,包括一套基本的数字技能,涵盖信息和数字素养,在线沟通和协作,数字内容创建,安全和解决问题。数字化能力是一定的背景下(例如教育)以自信、关键和负责任的方式应用这些数字技能(知识和态度)的能力。自2006年以来,数字能力是欧盟终身学习的八大关键能力之一。

第二、工作相关的数字化技能(Job-specific digital skills )。为从事工作的人员提供一套特定的数字技能,包括使用和维护数字工具,如3D打印机,CAD软件和机器人。

第三、ICT专业人员的数字化技(Digital skills for ICT professional)。一套先进的,高度专业化的数字技能,适用于参与ICT职业的人员,例如程序员和网络安全专家,他们不仅要使用,还要挑战和创新现有的信息和通信技术,并创造新的解决方案。

我们通常理解的数字化能力是指工作相关的数字化技能。但是,除了工作相关的数字化技能外,更为重要的是,在公民日常生活学习中需要具备数字化能力,以适应国家的数字化转型的要求,为此,欧共体基于实证研究,提出了数字化能力的概念,并针对公民、教育者分别开发出了数字化能力的要求。

欧共体公民数字化能力涵盖了五个维度分别是信息与数字化素养、数字交流与共享、数字产品生产、数字安全数字问题解决。使用这五个维度进行数字化能力的培训、教练,使公民具在数字化时代获得终身学习能力,并且获得在数字化时代规范、自信、安全使用、生产与交流数字的能力,保证国家数字化转型的成功。
