什么是NVQ职业认证

NVQ职业认证起源于英国,作为国家战略的一部分在撒切尔时代就开始实施,其目的在于提高整体国民的素质,并通过建立NVQ体系,解决企业实际用工过程中的一系列问题,如薪酬与福利待遇问题。作为国家介入的职业认证体系,NVQ体系从普遍性的职业词典出发,设计了涵盖1000多个职业的认证、发展体系,是目前世界上仍然采用的,并为中国政府所借鉴的职业发展体系。


NVQ职业认证的核心思想是以工作场地为导向的(workplace),是以证实雇员的实际岗位胜任能力为基础的体系。从标准的设计上,NVQ注重工作的单元与工作标准,其任职标准分为工作单元与标准项,工作单元涵盖职位的所有现实的工作内容,标准项这是工作单元的行为标准。从测试的方法上,NVQ注重证据的收集与验证,证据的收集采用多种方法,如产品法、测试法、项目制工作、三方证词等,避免了单纯采用考试带来的弊端。同时,由于所有的标准来源于实际工作,因此,NVQ提供了极好的培训及发展的方法体系与实践,并成为一种工作场地(workplace)极佳的员工发展途径。
大陆从90年代开始引起NVQ职业认证,但由于相关的管理、法规、制度不完整,导致该体系无法有效实践,同时,由于认证带来的巨大利益,在很大程度上降低了所有职业资格的权威性,导致很多职业资格大幅贬值。对企业而言,建立内部的职业认证体系意味着巨大的成本开销,同时,由于企业的短视与惧怕利益调整,导致内部的职业认证陷入泥潭。在新的竞争形势下,许多中国企业意识到了职业认证的重要性,并提到战略性人力资源管理的角度,但由于方法与工具的问题,内部职位认证成为空想。
